Building Renovation Statement
The administrative office of the Regional Refuse Disposal District #1, constructed in April 1974, has served our organization and communities faithfully for over five decades. As the facility reaches 52 years of age, a comprehensive assessment of its current condition and long-term outlook was conducted.
Following an in-depth analysis, the Board of Directors and the Administrator carefully evaluated two primary options: replacing the existing structure with a new building or rehabilitating the current one. This process included a review of the long-term sustainability of our operations and the potential financial impact on our member towns and residents who depend on our services.
After thorough consideration, the Board of Directors has determined that it is in the best interest of the District, its towns, and residents to proceed with a renovation of the existing facility rather than constructing a new building.
Our renovation strategy emphasizes fiscal responsibility and long-term value. We are committed to making thoughtful, strategic investments that enhance the building’s functionality, efficiency, and sustainability—while maintaining strict budget discipline. Each decision is guided by detailed cost-benefit analysis, lifecycle evaluation, and a focus on maximizing return on investment.
By balancing short-term financial prudence with long-term operational efficiency, we aim to ensure that every improvement strengthens the District’s financial stability and enhances the quality of service provided to our communities.
We would like to clarify that these repairs and upgrades are not being funded through our operating budget. For many years, the District has responsibly set aside funds through our capital improvement plan, saving gradually to prepare for future needs. Because of this long-term planning, we are able to pay for necessary repairs, new equipment, and vehicle replacements using these dedicated savings, rather than relying on annual operating funds or additional taxpayer contributions.
Our Tag Sale Building was in rough shape. This summer the district contracted Warren Walsh to paint our tag sale.

RRDD1 selected Ben Andersen of Andersen Home Improvements to build us a new gatehouse and yard shack. We highly recommend Ben.

Our Gatehouse was built in the 1980’s and was also beginning to show its age. The District had Andersen Home Improvements also build us a new gatehouse. The new gatehouse will be finished soon!









With our facility being over 50 years old, it was also time to have work done on our roofs. The District selected the bid from SJ Winn Construction for our roof work.
